As Europe races to scale its artificial intelligence ambitions, one of the most critical constraints is no longer talent or regulation, it is inference. The ability to deliver low-latency, high-throughput model responses at scale has become a strategic bottleneck. This week, Groq, the California-based AI hardware innovator, signalled a major step in addressing that constraint with the launch of its first European data centre footprint in Helsinki, Finland.
Built in partnership with Equinix, the Helsinki deployment aims to bring Groq’s custom-built Language Processing Unit (LPU) technology closer to the European enterprises, governments and developers it serves. By offering local, real-time AI inference through private connections and sovereign infrastructure, the company is positioning itself at the intersection of performance and policy, where speed, cost, and compliance meet.
Jonathan Ross, CEO and founder of Groq, was direct about the need for rapid infrastructure expansion. “With our new European data centre, customers get the lowest latency possible and infrastructure ready today,” he said. “We’re unlocking developer ambition now, not months from now.”
Inference emerges as the next frontier
Unlike model training, which can be done in bursts and centralised locations, inference, especially for real-time applications, must be fast, distributed, and cost-efficient. This makes proximity critical. Hosting capacity in Europe not only reduces latency but also aligns with growing demands for data localisation, privacy, and digital sovereignty.
The decision to anchor the facility in Finland reflects more than geography. With sustainable energy policies, access to free cooling, and a reliable power grid, the Nordics have quietly become a favoured zone for future-proof data infrastructure. “Finland is a standout choice for hosting this new capacity,” Regina Donato Dahlström, Managing Director for the Nordics at Equinix, said. “Our customers at Equinix will be able to securely tap into GroqCloud and lead on innovation within their enterprise.”
What makes Groq’s architecture distinct is its LPU-based approach to inference, optimised specifically for high-throughput workloads like large language models. According to the company, Groq’s network now handles more than 20 million tokens per second globally, and its systems offer the lowest cost per token in the market—an increasingly vital metric for AI-native companies scaling large deployments.
From infrastructure to industrial policy
The Helsinki launch is part of a wider global push that includes deployments in the US, Canada, and Saudi Arabia, with partnerships across hyperscale providers, telcos, and sovereign cloud players. But Europe presents a unique challenge: a market deeply committed to regulatory oversight, data protection, and infrastructure autonomy, particularly in the wake of the AI Act.
Groq’s approach, combining its inference-optimised silicon with a model of localised, sovereign infrastructure, aims to meet that challenge head-on. Customers can access GroqCloud over private connections through Equinix Fabric, bypassing the public internet entirely and gaining greater control over data flow and compliance posture.
The move is timely. As European firms ramp up AI deployment, many are finding that public cloud inference solutions offer neither the speed nor the control required for mission-critical or regulated workloads. By embedding directly within Europe’s digital backbone, Groq is offering an alternative, one that is fast, efficient, and sovereign by design.
The message is clear: for AI to scale beyond experiments and into enterprise-wide adoption, inference must be as local, responsive and cost-efficient as the business it supports. With this expansion, Groq has made a strong case that AI performance is no longer just a software issue, it is an infrastructure one. And Europe, now more than ever, demands both.
