Predictive power and human touch will reshape adult social care

AI in social care promises early intervention, workforce support and real-time decision-making. But the value of automation depends entirely on trust, transparency and an unwavering commitment to human dignity.

The UK government’s AI Opportunities in Public Services Action Plan marks a turning point for how local authorities think about data, automation and outcomes. With social care in crisis, the case for AI is no longer theoretical. Yet unlike finance or marketing, adult social care cannot simply optimise for efficiency. Human needs, ethical scrutiny and lived experience complicate the promise of automation. That does not mean AI lacks relevance, only that its adoption must serve a different purpose: prediction without prejudice, and productivity without dehumanisation.

From demand pressures to decision support

Adult social care is not a single service but a sprawling safety net for vulnerable people across the UK. The needs range from social isolation and mental health to long-term disabilities, home care and respite services. The demands are intensifying. An ageing population, growing rates of chronic illness and well-documented workforce shortages are straining already stretched council budgets.

“The population is increasing, and we are seeing rising demand, particularly as more people live longer with complex needs,” Dwayne Johnson, Chief Local Government Officer at ICS.AI, explains. “Overlay that with funding gaps, staff shortages and increasingly bureaucratic processes, and it is clear that traditional approaches alone are no longer sustainable. Innovation in technology and data infrastructure has to be part of the solution.”

The technology, however, is no longer speculative. Predictive analytics is already being used to identify risk cohorts, spot signs of deterioration and flag crisis indicators in advance. AI is informing discharge planning, hospital admission mitigation and the allocation of stretched resources. “We are already using AI to analyse social care records and environmental factors that can signal when an individual or group may be at risk,” Johnson says. “This allows us to make early interventions and plan ahead, rather than reacting once a crisis is already underway. Knowing what pressures will emerge in a year or two helps us use resources more strategically, which is vital when every council is under financial strain.”

Productivity gains without erasing empathy

Technology’s ability to scale routine tasks is no longer controversial. Chatbots and virtual agents are well established in local government, increasingly sophisticated and deployed well beyond utility billing or appointment scheduling. But adult social care remains a human-first domain.

“We must never lose sight of the fact that care is ultimately about people,” Johnson continues. “What AI enables us to do is remove the administrative burden, so professionals can spend more time with clients. Tools like smart note transcription are a game-changer. They can summarise visits, highlight important issues like hydration or medication, and help social workers focus on what really matters.”

Used effectively, AI becomes a force multiplier. One example is the front-door triage of service queries, where AI can resolve common requests, about local clubs, eligibility or access to services, without escalating them to staff. “Many of the questions the public asks are routine,” Johnson says. “By using AI to handle those interactions, we can deflect unnecessary workload from overstretched teams and make sure that human input is reserved for where it is truly needed. It is not about replacement, it is about support.”

Another example is in care planning, where AI can scan historic records, highlight patterns and suggest evidence-based options that support personalised interventions. “Care planning is where I see some of the most exciting opportunities,” Johnson adds. “AI can help summarise historical data, reduce unconscious bias, and suggest services that may not have been considered before. It is like giving social workers an assistant who never sleeps and never forgets.”

Bias, governance and the limits of automation

Ethical frameworks must underpin any AI deployment in public services. The potential for efficiency should never supersede questions of fairness, privacy or accountability. “We must get the ethics right from the start,” Johnson insists. “Transparency, fairness and accountability are not optional. We are putting in place robust data privacy policies and ethical boards that review every tool or system before deployment. This is not just about compliance, it is about building public trust.”

There is also a growing argument that AI, when properly trained and governed, can reduce human bias rather than introduce it. “Every human being brings experience, but also bias, to their decision-making,” Johnson explains. “If we train AI properly, with inclusive datasets and ongoing audit, we can reduce some of that risk. AI can highlight things a human might miss, but it should never be the final decision-maker. The social worker must remain in control.”

Compliance with regulations such as the EU AI Act is a starting point, but Johnson sees a broader obligation. “It is not enough to say we follow the law,” he says. “We need to bring in service users, professionals and community voices into the design and review of AI systems. The people affected must have a voice in how these technologies evolve.”

Culture change and workforce confidence

The idea that AI is welcomed by the workforce might seem counter-intuitive. But in Johnson’s experience, the opposite is often true, provided the systems are introduced with honesty and support. “People accept AI when they understand what it is doing and what it is not doing,” he explains. “Our approach has always been to engage early, provide training, and be honest about the limits of the technology. When staff see that it is helping them spend more time on care and less on paperwork, they become enthusiastic very quickly.”

Johnson rejects the idea that AI will lead to job losses or depersonalisation. “AI does not replace the human touch, it protects it,” he continues. “By removing hours of form-filling and duplication, we are giving people back time to focus on relationships, crisis management and quality care. That is not a threat to jobs. It is a support for professionals who are under pressure.”

Workforce transformation, he argues, must be intentional. “We involve unions, team leaders and frontline staff in every rollout. We start small, measure impact and scale up gradually. It is not about imposing change, it is about proving value.”

The future is real-time, collaborative and human-centred

AI in adult social care is not about cutting corners. It is about identifying risk before it manifests, personalising interventions, and delivering services with the right information at the right time. “Real-time data will change everything,” Johnson says. “When I was a chief executive, I often lacked an accurate picture of what was happening in the moment. With AI, we can now build dashboards that show exactly where pressures are emerging. That helps leaders make better decisions, faster.”

The future, he suggests, is one of prediction at both micro and macro scale. “AI can help us plan not only for individuals but for communities,” Johnson says. “We can forecast demand for services, plan new developments, and design transport systems that support inclusion. Social care does not sit in isolation. It touches housing, education, health and regeneration.”

But collaboration is essential for the success of AI. “We work closely with partners like Microsoft, and we believe that sharing practice across councils, universities and tech providers is critical,” Johnson continues. “No one can solve this in isolation. If we do not work together, we risk building fragmented systems that do not meet people’s needs.”

As for the biggest piece of advice he would give to other councils considering AI, Johnson is clear. “Engage your staff early,” he concludes. “Bring in everyone, leaders, unions, and frontline workers, and make sure the whole organisation understands what is happening and why. Then listen. Keep listening. That is how you make this work. AI is not about replacing people. It is about equipping them to do what they do best.”

The most important lesson is this: if local authorities want to unlock the potential of AI, they must start with people. Not platforms. Not products. But professionals and communities. Trust must be earned. And it is earned not by promising transformation, but by proving it, one human-centred use case at a time.
